Short answer
If you are enrolled in a New Zealand master's degree (NZQCF Level 9) or a doctorate (Level 10), your spouse can apply for a Partner of a Student Work Visa — an open work visa with no employer restriction, no industry restriction and no job offer needed before applying. If you enrol in a diploma, certificate or a general Level 7 bachelor programme that is not on the Green List, your partner gets no work rights and can only apply for a visitor visa.
This is, in our experience, the most misunderstood rule in the entire New Zealand student visa system — and the one that costs Punjabi families the most money. Every week we speak to married applicants who were told by someone that "spouse can come and work on any course." That was true years ago. It is not true in 2026.
This guide sets out exactly what the current rules are, what documents Immigration New Zealand actually looks at, why partner applications get refused, and what the money looks like when both of you are earning in New Zealand.
Who qualifies: the course level decides everything
Your partner's eligibility does not depend on your marks, your funds or your city. It depends on the level of the qualification you enrol in. Here is the position under current rules:

The Level 7 and 8 exception exists because in June 2024 Immigration New Zealand extended partner work rights to students studying qualifications that lead to registration in certain Green List occupations — mainly nursing, teaching, engineering and similar registered professions. It is a narrow list, it is reviewed regularly, and a course brochure claiming "Green List course" means nothing until the specific qualification is checked against the current list.

What the Partner of a Student Work Visa actually allows
- Open work rights. Any employer, any industry, any region in New Zealand. No labour market test, no accreditation requirement, no job offer needed before applying.
- Full-time hours. Unlike your own student visa, your partner is not capped at 20–25 hours per week.
- Same duration as your student visa. A two-year master's visa generally means a two-year partner work visa, subject to passport validity.
- Renewable alongside your visa. If your student visa is extended, your partner's visa can usually be extended too.
- Up to three months of study. Short courses only. A full qualification requires a separate student visa.
- A route to their own work and residence pathway. Skilled New Zealand experience gained now can support an Accredited Employer Work Visa or a residence application later.
Why a Level 9 master's is the smartest family decision in 2026
Partner work rights are only one of four advantages that stack up at master's level:
- Your partner can work full-time — the single biggest change to your household budget.
- You get a 3-year Post Study Work Visa after a Level 9 qualification, compared with shorter or no post-study rights at lower levels.
- Your children can attend New Zealand schools as domestic students, avoiding international school fees.
- Residence points improved from 24 August 2026. Under the reformed Skilled Migrant Category, a qualification completed in New Zealand now earns more points than the same qualification completed overseas, and the maximum skilled work experience required has been reduced for most applicants.
Put simply: the gap between a Level 7 diploma and a Level 9 master's is no longer just a tuition difference. It is the difference between one income and two, and between a weak PR file and a strong one.
Requirements your partner must meet
1. A genuine and stable relationship, living together
This is where applications are won or lost. Immigration New Zealand must be satisfied that you are in a genuine and stable relationship and living together at the time of application. Marriage is not legally compulsory under policy, but for Indian applicants a registered marriage is the practical baseline — and a marriage certificate on its own has never been sufficient.
2. Maintenance funds
Your partner is generally expected to show around NZD $4,200 for their maintenance during the stay. This is in addition to your own student funds — tuition plus the standard NZD $20,000 per year living cost requirement for a course of one year or more. Money that appears in an account three days before filing invites questions; funds with a visible history do not.
3. Health and character
Medical examination and chest X-ray where required by the length of stay, plus police clearance certificates. Any previous visa refusal for either of you — for any country — must be declared honestly. Non-disclosure is treated far more seriously than the original refusal.
4. A supported application
You, as the student, must support your partner's application. It is filed on the partnership-based temporary visa application (INZ 1198). Dependent children are generally applied for separately rather than inside the partner's form.
Relationship evidence that actually works for Punjab applicants
Officers assessing files from Punjab see thousands of very similar applications. Generic evidence reads as generic. Build a file that could only belong to you:
- Registered marriage certificate plus the wedding card with printed dates and family names.
- Photographs across time — engagement, wedding, family functions, day-to-day life, in different clothes, different places, different seasons. Twenty posed studio photos from one day are weaker than eight natural photos across eighteen months.
- Joint bank account with real transaction history, not a shell account opened last month.
- Shared address evidence — both names on Aadhaar, ration card, electricity or gas connection, rent agreement, passport address.
- Communication history — a sensible sample of calls and messages across the relationship, especially if either of you has lived away.
- Joint responsibilities — insurance nominations, joint property or vehicle documents, hospital records, travel bookings taken together.
- A short, honest relationship statement from each of you: how you met, how the marriage was arranged or decided, the timeline, and your plans in New Zealand. Both statements must match on facts and dates.

What your family can realistically earn
The numbers below are indicative planning figures, not guarantees — actual pay depends on the role, region, hours and your partner's skills. But they show why the course level decision matters so much.

A partner working full-time at or above the minimum wage typically covers a substantial share of a couple's rent and groceries in most New Zealand cities. That is the difference between a family that survives the two years and a family that quietly runs out of money in month nine.
Bringing your children
Where the student is enrolled in an eligible qualification, dependent children can apply for a Dependent Child Student Visa. The important benefit for master's and doctoral families is that these children are generally treated as domestic students for school fees rather than international students — a very large annual saving per child.
Children are normally applied for as separate applications alongside the partner's, with their own documents: birth certificate, custody evidence where relevant, school records and medicals. Plan childcare costs for pre-school ages; they are significant in New Zealand and catch families by surprise.
The six most common reasons partner applications are refused
- Relationship not accepted as genuine and stable. Marriage certificate plus a handful of photos, with no history of living together and no shared finances.
- Very short gap between marriage and filing, with nothing to show the relationship existed before the visa plan did.
- Funds that cannot be explained. Large deposits without source, or funds borrowed and returned after the statement was issued.
- Contradictions between the two files. Different dates, different addresses, different account of how you met. Officers read both applications together.
- Course level not eligible. Filed in hope, refused on policy. No amount of evidence fixes a Level 5 diploma.
- Non-disclosure of a previous refusal by either partner, for any country. This becomes a character issue, and character issues follow you.
If a partner application has already been refused, the reasons letter matters enormously. A reapplication that simply resubmits the same file with more photographs usually fails again. The refusal has to be answered point by point.
How the process runs, step by step
- Course selection with partner eligibility confirmed first — before any offer letter is accepted.
- Offer of place from the New Zealand institute, and tuition payment where required.
- Student visa application lodged with full financial evidence.
- Partner work visa application (INZ 1198) lodged together with, or immediately after, the student application. The partner visa is only approved once the student visa is approved.
- Dependent child applications, if applicable.
- Medicals, police clearances and any additional information requests.
- Decision, travel planning and arrival. Your partner should be job-ready before landing: CV in New Zealand format, references translated, and any licence or registration process started early.
Five things to do before you file
- Confirm in writing that your qualification is NZQCF Level 9, or that a Level 7/8 qualification is currently on the Green List.
- Start building relationship evidence now, not after the offer letter arrives.
- Keep your partner's maintenance funds separate and traceable from your own student funds.
- Write both relationship statements independently, then check them for factual conflicts.
- Have your partner's CV and qualification documents ready for the New Zealand job market before departure.

Does a PG Diploma or Level 7 course give my spouse work rights?

All other diplomas, certificates and general bachelor programmes give your partner no work rights — only a visitor visa is available. This is the strongest single argument for choosing a Level 9 master's.
How much money does my partner need to show?

Can we apply for both visas together?
Yes, applications can be lodged together, but the partner's visa is only approved after the student visa is approved. Some couples prefer to file together for speed; others file the partner's application after the student decision.
Why do partner applications get refused from Punjab?
Most commonly: the relationship is not accepted as genuine and stable, the marriage is very recent with no supporting history, funds are weak or unexplained, the two applications contradict each other, or evidence looks arranged rather than natural.
Does my partner's work help our PR chances?
It can. Skilled New Zealand work experience may support your partner's own residence pathway, and two incomes make wage and settlement requirements far easier to meet. From 24 August 2026, Skilled Migrant Category changes also award more points for a qualification completed in New Zealand than for the same qualification completed overseas.
